On Wednesday, April 29, 2009, there was a meeting of Village and Town elected
officials in the Village Hall.  The purpose of this meeting was to discuss water and
sewer.

Village Officials:

Town Officials:
Supervisor Shawn Connelly (arrived late due to conflicting meeting at the
Community Center)
Deputy Supervisor/Councilman Art Baker
Councilwomen Ginger Whitman and Lisa Bruno
Highway Superintendent Mark Minick
Town Clerk Sue Cunningham
Absent:  Councilman Ken Petronis

We applaud the effort for a combined meeting, which primarily resulted in the
Village providing information and updates regarding the existing water and sewer
problems.  Highlighted observations and comments regarding this meeting:

•        Few town and village residents attended.  

•        Water and sewer problems existed and continue to exist in the Village and
other areas of the town.  Now the Village is forced to address years of ongoing
water and sewer issues that were never corrected.

•        No opportunity to join the town – sewer line via the multi-use trail is
committed for Revolutionary Heights development.

•        No opportunity to obtain water via Mechanicville reservoir because they
need to dredge (per discussions at other municipal meetings).

•        Water will ultimately come from Saratoga County Water Authority, but the
Village needs to install 9 miles of pipe to connect.

•        The EPA installed carbon filters on the water plant to assure reduction of
PCBs to residents through the river dredging process.  The dredging is going to
take two years.  Once the dredging is over, EPA will no longer be responsible for
the carbon filters (which are very costly).  

•        County water rates will be the same for all (currently $2.05/thousand gallons).

•        Village will connect to Saratoga County sewer, but at an outside user rate.  
Cost for the sewer per $100,000 assessed value is estimated to be approximately
$775 a year.

•        The NY State Village fine is approximately $750,000.  The Village originally
scheduled to meet with Encon on 4/29, however, the Mayor stated the meeting
was moved to the Attorney General’s office on Friday, May 1.  As of this posting,
it has been 7 days since the meeting and we heard nothing from the Village.  Why?

    Village Board meetings are the 3rd Tuesday of each month.
